A domain name is the address and identifier of a website. If you want to publish your own private web site, you would need your own domain name. If you wanted to put a simpler website online, you could use a webpage like google sites for free, and recieve a domain name owned by Google.
You register for a domain name by first searching for the one you want. If the website doesn't exist yet, or is for sale, you can buy it for a monthly or yearly rent. Domain names are almost like online real estate.

Correct. Because your website is already published, it would be an important interview question to find out who owns the domain name and where it is published. Eventually, you will have to have access to the old site to redirect them to the new site. Or, the new on would have to completely replace the old one.
